Call To Order
- The January 10, 2023, board meeting was called to order by Willie S. Davis III at 4:30 p.m.
- Lynn Flowers-Martin provided the Invocation.
Public Voices
- None
Presentations:
Executive Director Janine Langston shared the webpage for the new BPL Mobile. Langston shared two short videos showcasing holiday programs that were held at the Titusville and Southside Branches which were featured on the City of Birmingham's Holidays in the 'Ham series on YouTube.
Approval of Agenda
- Willie S. Davis III called for a motion to approve the Agenda.
- Yawntreshia Coleman moved to accept the motion.
- Lynn Flowers-Martin seconded the motion.
- The Board responded unanimously in favor to approve the motion.
- Willie S. Davis III confirmed the motion carried.
Approval of Consent Agenda
All items designated as "consent" are considered to be routine and non-controversial and will be approved by one motion.
Minutes of December 13, 2022 Board Meeting
Personnel Actions
- Willie S. Davis III called for a motion to approve the Consent Agenda with the correction of changing the date for the board minutes from December 13, 2023 to December 13, 2022.
- Yawntreshia Coleman moved to accept the motion.
- Mona Lisa Morris seconded the motion.
- The Board responded unanimously in favor to approve the motion.
- Willie S. Davis III confirmed the motion carried.
City Attorney

Operating Items Requiring Board Approval
Finance Report:
Damein Baity, Chief Financial Officer, presented the financial report to the board.
- Willie S. Davis III called for a motion to approve the financial report.
- Yawntreshia Coleman moved to accept the financial report.
- Jermaine Johnson seconded the motion.
- The Board responded unanimously in favor to approve the motion.
- Willie S. Davis III confirmed the motion carried.
Reports of Committees:
Long-Range Planning Committee
Jermaine Johnson reported on the December 27th committee meeting. Johnson shared with the board that the committee decided to present all information pertaining to the Choice Neighborhood Initiative Grant at a special called board meeting which was held on January 4th. In the special called meeting an agreement was made to partner with the City of Birmingham and the Housing Authority on the project and agreed to provide a letter of support.

New Business:
Janine Langston shared the Alabama Public Library Service has announced their new Trustee Training series which will be made available through Niche Academy for Librarians. Langston will share more information with board members when available.
Lynn Flowers-Martin inquired on the status of the leaks on the 3rd floor in the Central Branch and Janine Langston provided an update.
Executive Director's Report:
Janine Langston thanked board members for their support of the BPL Mobile project.
Langston shared the BPL Inventory Day, held on December 15th, was a fun and successful day.
Langston stated the local news has promoted BPL’s Free Tutoring program and shared information on the program which is scheduled to launch on January 17th.
Langston informed the board that BPL will be closed on Monday, January 16th in observation of Martin Luther King Jr. Day. She also shared and invited board members to join the BPL Archives Department for the 20th Annual Martin Luther King Jr. Memorial Lecture which will be held on Saturday, January 14th.
Langston shared the 2023 ALA Annual Conference will be held in Chicago on June 22 – 27, 2023. Information will be shared with board members.
Karyn Davis-West shared the 2023 PLD Midwinter Conference will be held at Homewood Public Library on January 26, 2023. BPL staff will be attending and presenting at the conference.
Board Member's Comments
Board members thanked BPL staff for all their hard work and congratulated them on the unveiling of the new BPL Mobile. They shared appreciation to previous board members for their vision on the bookmobile project. Willie S. Davis III and Jermaine Johnson discussed putting together a sponsorship packet for the BPL Mobile.
Next Board Meeting is scheduled for February 14, 2023, at 4:30 p.m.
