To register as an Adult you will need:

Non-Residents of Jefferson County are required to pay an annual fee of $50.00 before account will be activated. Residents of Hoover within Shelby County are exempt from this fee.
College students living on campus within Jefferson County must include a photo ID and proof of their residency on campus. College students living off campus within Jefferson county must include a photo ID and proof of their current residence off campus. No fee is required.
